The super soldier serum isn’t gone, Wakanda has a synthesized serum that can grant increased super human power, they respected Steve Rogers and I’m sure they’ll see Sam as a worthy successor, but I don’t think that’s the only way he can get a power boost. He does have Stark tech that’ll increase his combat abilities and we ask know Iron Man was no joke despite being a human in a metal suit.

I'm actually really glad to see him struggling and adapting to the use of the sheild. He knows it's a big part of being cap and he is going to have to adapt to using it or the stars and stripes might as well not be on. Too often with modern writing I see people get handed a new toy or title and just be the best version of that, seeing him struggling to be not just Captain America but to be his own Capitan America is refreshing and reminds me of old MCU origin movies.

Honestly, Hawk getting caps shield could’ve been one of the absolutely strongest and yet best support hero’s ever, imagine captain America with wings, could you imagine the kind of damage and yet simultaneous support he could do with more mobility alone? Let alone the fact if he could FLY?
I hope that they make Hawk into a good Captain America in the movies, Steve Rogers should not go out in vain.
