Yep, you can still visit each other if you do locally! I have 2 3DSs and 2 different saves of New Leaf. I visit the "secondary town" a lot. I only say this because lots of people cut through here but if you are ever in Chicago feel free to hit me up for some local play
breaking a perfect town streak doesn’t count unless the day rolls over! as long as you clean up the same day it doesn’t count as a day of imperfection. also it counts from the day you first get perfect town! one time the first time isabelle mentioned i had perfect town she gave me the can!
