Water is transperent in a glass but if put water in a large tank then also it will be transparent it will not become blue, why it will not become blue ?

The river contain mineral in it when it comes in ocean the water get saline.
Ocean water contains large amounts of dissolved salts like NaCl, MgCl2, KCl, Na2SO4, CaSO4, etc. because of this ocean water is salty.
