LAPD has several helicopters, as do the surrounding cities. With high resolution and night vision cameras, they are used like a patrol unit. Plus, there are always news choppers and private ones flying all over the place. Helicopters 🚁 are still very useful around SoCal. Kobe wasn't the only one who used a helicopter to commute around LA.
