You can decrease world tension using the command "threat" and use negative values. The wiki also mentions that "threat 999999999" removes all wt but I've never tested that personally.
Bulgaria just removing two states as greek cores has been a bug since this expansion came out. I can't believe it hasn't been fixed. I'm so glad it's the only DLC I didn't get. Also why I always play with mods. Having to fix the AI's mess

I'm pretty sure that's just because of an overflow error, not an intended piece of behavior.
