Big Thank you to the City Manager David Brooks for correcting his mishap.
The city hall was not educated that people are allowed to film in public. However, the deputy chief did honor his oath. More surprising is the the city manage admitted he was wrong and apologized.
I do want to thank Mr. Brooks for honoring this mistake and owning this. It truly means a lot that you did this. I have not met anyone yet that has admitted wrong doing and then corrected the situation.

It's frustrating how the majority of these public servants are uneducated... We really need to put these people through a couple classes and tests.

It always seems important that they feel like they can order you to "take a seat." I wonder if that's not their way of gauging some level of compliance.

This is so wrong he is so arrogant. I live in Carroll County and these officials are very professional to deal with this . I am so happy to live in a city with these men that are this kind and can deal with arrogant and rude people.
You should let them know that the Supreme Court has ruled that she can be recorded just in case she needs to be exposed for doing something wrong.
Finally! You did one close to my home! I live in Carroll County (specifically city of Bremen) and I would love to see your interaction at Bremen City Hall, police department, etc. Love your work!

Especially when one of them says we're going to get your ID and when they don't you can see that ego starting to deflate.
Its still a fail!! They're starting to catch on, but the mentality of their righteousness is alive and well! "Their building"
The conversation at the end was awesome!! So satisfying, felt hopeful!! That is how it should be, from the start. Talking, listening, HEARING, understanding, paying attention....I understand the instinct to protect your staff (when people work together, y'all get to be a lil tribe) worry about protection, having concerns about what is going on, that's natural. So ask the questions and LISTEN to the answer, stop that panic and pay attention...this auditor was entirely respectful. Had they opened their ears & minds, maybe these "fails" will stop happening.

This is upsetting. These public servants have a mentality that they somehow are better than the hard working individuals whose taxes go to pay these individuals and the buildings they occupy sad part is the some of these public servants make much more than some of the citizens who are barely making ends meet. It’s a total disaster.

City Halls are public buildings. The U.S. Constitution-1st Amendment gives Journalists the Right to film in public. He holds Public Employees Accountable for their jobs.
It is a U. S. Constitutional Right to film in public buildings and to film Employees as they go about their daily work.
Are not the schematics of the building part of public records? Stay strong buddy.
The claim and exercise of a Constitutional Right cannot be converted into a crime..

Been watching these type of videos for years now. This may be only the second or third time i have seen someone admit when they are wrong. I believe it takes a person with class to do that. I think the next time someone with a camera walks in you will see an even better city hall.

I live in Carrollton and and am pleased when compared to damn near every single audit I’ve laid eyes on.
People grow certain expectations and the employees are just people with personalities and have been withheld from understanding the difference between rights and benefits and privileges.
What we need now if accountability for judges who testify, act as an attorney or testify from the bench.
All too often we see judges asking discovery questions, not allowing certain evidence etc..
They can't handle it in Carroll County

City manager was a great guy
So, if you will allow for some corrections and comments:
1. You kept saying "Carroll County City Hall". This was Carrollton City Hall. The actual Carroll County government buildings were two streets over.
2. 'Signing In' does not violate your 4th Amendment rights (search and seizure). It's also not a violation of your 5th Amendment rights (Hiibel v. 6th District of Nevada - Supreme Court Case). In Hiibel, the Supreme Court stated the disclosure of your name is not a violation of the 5th Amendment. You were correct that you don't have to give it (via consent), though, without reasonable suspicion of a crime. If you consent, there's no violation. If they forcibly ID'd you, there would've been a violation. But voluntarily via consent signining is no violation. Deputy Chief Dobbs knew this, which is why he didn't ask you for your name and/or really impress on you to sign in at the front desk.
3. The building was the former Tabernacle Baptist Church of Carrollton, converted into City Hall. What you did not know was that if you walked upstairs, it was just 'archives and city records.' Some private documents, which is why you would have to sign in to go up there. On the other side of the door down the hallway that says "Staff" is the Police Department, so Dobbs asked you if you wanted a tour. So, half the building is the City Hall, and the other half is the Police and Fire Department.
4. You certainly have a right to film in there. I get the purpose of this. There were snarky attitudes on both sides.
Remember public employees have thin feelings so be careful you can hurt them easy.

But even still if the office is open for a.member of the public to go in and do their business then it's considered open to the public and you have every right to go inside them as well.

David Brooks used to be the principal at Carrollton High School, and he started there as a math teacher. He was notorious for giving his students a packet of worksheets in lieu of teaching each semester. However, everyone called him Coach Brooks because he was one of the many faculty members involved in athletics.
That was big of him to admit he was wrong and to walk out there and de-escalate and try to make things better. That man is a good city manager.
