Washington State Motorcycle Endorsement / License test v2020

  • In 2020 Washington state moved to a 2 stage endorsement process by have riders test for a temp endorsement (permit) and then complete their endorsement by taking a second permanent test.
    With the switch the fail rate for riders on a first attempt at both test has sky rocketed. Some of this is the skills needed but more than that is riders being up prepared for the testing process. In this video I outline EVERYTHING you need to know to pass the testing process in your first attempt.
    Now that you must pay for every test (or take a training class that included the test) it can become very expensive very quickly.
    One of the top errors riders make is to borrow a small bike or take a class that puts them on a small bike instead of riding the bike they know. Knowing what the test entails and riding your own motorcycle (if you already ride) are key to your success.
    If you can't pass the test on your own motorcycle then you are likely not the rider you think you are.
    For testing or training In the Puget Sound Region of Washington state I recommend contacting www.PugetSoundSafety.com, if you are in another part of the state go to DOL.WA.GOV to find other schools and training sights.
    I also recommend SW Motorcycle Training in Vancouver WA and Washington Motorcycle Safety Training (WMST) in the Everett area.

    2:50 Final endorsement written test is 25 questions NOT 50 questions. The permit written test is 50 questions.

    Tomorrow is my big day! Thank you Bret! Hopefully this time tomorrow I will have my beginner motorcycle permit. (passed the test btw! only missed one question and it was a kinda tricky one lol)

      Don't thank Bret too much, if if weren't for his lobbying you wouldn't have to pay $400 in testing to have your endorsement.

    What a joke this whole process is. How am I supposed to practice if I can't get a permit to ride on the road without first taking a driving test? also where is the link for the 2nd driving skills test?

      No shit, I have now witness my gf fail it twice because she slightly (inches) went out of a line and tapped a cone...They fail her, send her home and tell her to reapply and pay another 50.00....for a fucking permit to practice...a complete joke and rip off....This is an example of what can happen when something is "privatized" that should not be....The private sector finds as many ways possible to exploit minor weakness for maximum profit

      It never used to be this way. It used to be you went and took the written test only to get the permit. They just recently added the permit skill test. Makes no sense.

    I moved from another state and they didn’t transfer my endorsement. They kept the rest of my CDL intact after trying to automatic restrict it. Apparently DOL in Kelso says they’re not transferrable. I later learned that is not correct.
    Looks like a bit over $500 to get the endorsement back after 20 years of enjoying riding. Now that I’m done being pissed about it Im now doing research on what I will see.

    I failed my endorsement skills test for little stuff. I have a retake tomorrow. If I don’t pass I’m just gonna get a bike and practice on my own for the permanent skills test

      @@edwinjimenez960 WA rider's handbook practically suggests riding illegally to gain skills IMO. Only other legal option to practice is expensive AF learn to ride courses, making it so that gaining our motorcycle endorsement is supposed to be a $1000 affair, lol.

      @@domenik8339 The 2 classes from these guys cost me under $500. Take the new rider to get permit then you have 180 or 360 days if you renew on permit to practice legally when the sun's up. Then the returning rider class/endorsement test.
      It's a chunk of money yea but I hardly feel like $2-300 once then the same again next year is the expensive part of getting into motorcycling. I have far more into my gear let alone the bike.

      Not only will you be unfamiliar with them and expected to be tested on your SKILLS on a bike you're unfamiliar with, the class I was in had a bike die mid test, so they must see little to no maintenance. They tested someone on a bike that had front and rear drum brakes, and the test includes braking! Bring your own bike if you can, just rent a motorcycle trailer from uhaul and trailer it there.

      If you can't find some where safe to practice (large empty parking lot etc.) I would go and take a class they will provide riding training as well as skills training. I trained off road on my property and riding down my street but I live out in a rural area.

      The law changed in 2020 to the new model requiring written & riding test for a permit, followed by a 2nd written and riding test for the final endorsement.

Donate to a politician/s, have them craft bills or really just submit what someone else crafted for them.....Ridiculous...I couldn't tell you how many people I either ride or drive by behind the wheel of a car that have no business being there. From seniors who probably cant even see to recently relocated foreigners that can't read a road sign or speak the language......but they're out there........The DOL is full of incompetence period

He asked when the law changed, and I noticed nobody had actually told him when it had changed; so I did it. Never once did I even say whether or not I agreed with the changes. FWIW I don't agree with them and think it's BS.

    you state "the weave is 12ft, 5 cones in line" but its clearly longer than 12ft. and the space between each cone is clearly less than 12ft. what is the actual distance between cones? it looks to me like the distance between cones is 6.75ft which would make the total length 27ft.

      1. U-Turns are generally LEGAL in WA state. Like right-turns-on-red, U-Turns are generally permitted in WA state UNLESS SIGNAGE AT THE INTERSECTION INDICATES "NO U-TURN." See the Washington Driver Guide handbook, p. 3-21, U-Turns:
      "You should only make a U-turn when it is safe. U-turns should not be made on any curve or when approaching the crest of a hill when your vehicle cannot be seen by others. Some towns and cities do not allow U-turns. Check with local police to be sure."
      Again, most cities and towns in WA state actually do PERMIT U-Turns, except where posted signage prohibits them. In practice, however, the tricky thing about the way WA state has actually written and enforce its traffic laws is that, in most cases, they allow police officers to "interpret and apply" the traffic code as per their own individual judgment and opinions (for example, in WA state (as with most states), the legal blood-alcohol limit for DUI is "officially" .08% BAC, HOWEVER, the WA state traffic code also clearly states that a police officer may arrest you for being impaired and driving under the influence of alcohol REGARDLESS OF YOUR BAC, if, in THEIR judgment, you are "impaired." See the aforementioned Washington Driver Guide, p. 5-8). Not surprisingly, the same applies to U-Turns: what was or was not "a safe U-Turn" is entirely at the discretion of the observing officer (unless, of course, there's a sign at the intersection or on the shoulder indicating "No U-Turn" -- as there sometimes is -- in which case you'll have no excuse for making an illegal U-Turn). That's the "gotcha," and this reality is typical of how most states enforce their traffic laws.
      2. The point of requiring a U-Turn during the WA state motorcycle permit exam is to demonstrate a minimum standard of proficiency in LOW-SPEED CONTROL AND MANEUVERING of the motorcycle, which is a very fundamental skill, and also a very practical one. It's lack of this basic skill that accounts for motorcyclists frequently dropping their bikes while maneuvering in parking lots. Such lack of proficiency can be very dangerous if/when it manifests itself on the street at an intersection (as it too often does).
      There IS some silliness in the manner in which WA state has designed and administers its motorcycle endorsement program (and indeed, the same is true of its driver licensing program, too), and I will add that the 2-step/4-exam motorcycle endorsement process in WA state is unreasonably onerous, expensive, and convoluted, however, rare are the states in the USA for which the plodding bureaucracy of the DMV (or "DOL" as they call it in WA) hasn't created frustrating inefficiencies and even some absurdities (like WA state not permitting students to KNOW what questions they answered incorrectly on their written exams, both for drivers and for motorcyclists -- exposing how disingenuous the state licensing authority is about applicants actually UNDERSTANDING the material on which they're being tested).
      At the end of the day, it is what it is, and none of us here are going to change it (indeed, the current motorcycle endorsement system in WA state IS "the new system," and it won't be changing anytime soon). The actual examinations -- both written and practical -- for both the motorcycle "permit" and for the motorcycle "endorsement" in WA state, are very capable of being passed, and indeed, more applicants than not DO PASS on their first attempt, despite some of the frustrating (and perhaps even unnecessary) hurdles the DMV (or DOL) requires them to jump through.

      i have never seen anyone test while standing. in the permit training we stood for just a brief moment driving over a 2x4 piece of lumber to simulate an obstacle you might have to ride over, but this was not part of the test, just the training leading up to the test.

      I would not stand, as it's actually illegal under WA law! Even despite this, the WA rider handbook actually says to stand slightly over bumps to absorb impact, despite it being explicitly illegal to do so! 😂

      @@deathcogunit106 As far as I can tell, the WA law pertaining to this is RCW 46.61.610, and the wording is loose but it basically says that while operating the motorcycle you MUST use their seat (and I guess you can't legally not use the seat.) All BS if you ask me, but I know somebody who got the ticket for it believe it or not, which is the only reason I've even heard of the law.
      Here's the pertinent exact wording: "A person operating a motorcycle shall ride only upon the permanent and regular seat attached thereto..."

    As I understand it, PSS DOES NOT offer a 'returning rider' course that offers testing for BOTH permit and endorsement. You must take 2 classes to pass the 4 test. swmotosafety.com DOES offer this course, out of Ridgefield, WA
