Wow a 1 hour+ video! nice. 😇 Erratic tape counter is very common in '80s decks. If the counter is the mechanical type, it would have small plastic gears ... with age, they can break or slip on their shafts causing erratic rotation.
@@norcal715 Glad you found that and sorted it and luckily no broken or cracked gears. Dirt and/or a bit of sticky grease is also a problem in counter assemblies as it can jam the reset button causing the counter to stop rotating. That only leaves the faulty level meters but a great job all-round. Your customer should now be able to play some of his old tapes on it. 👍
Regarding the counter. The counter belt broke on my machine and unfortunately that prevents the deck from moving the tape except for a few seconds for any transport function. Why is that? Who needs a counter? Well if you look closely you can see a small round magnet attached to the counter's pulley wheel where the belt drive connects. AND if you look even closer you will see a hall effect sensor mounted so that the body of sensor is only a millimeter or two from that round magnet. Yep, the sensor and the magnet tells the drive circuit when the tape drive has stopped rotating due to end of tape or obstruction, and that causes the circuit to cut the power to the transport drive motor. So if you have a broken counter belt, the deck will not function.
Those LEDs are also COB. You have some open LEDs on the meters. Notice on the schematic they are wired in groups of 3's. This could be fixed with replacing the COB LEDs with surface mount LEDs if you are ambitious and patent enough

After playing it for over 24 hours, the counter is working perfectly now. Maybe some dust or foreign particles in the gears.
