Yeah so the cape of tides is the second best class mod in the entire game because it works nearly on every build it only just being beaten by the mosquito mantel that being the best class mod in the game but yeah its extremely good highly recommend 😅

Yes it's a very good choice, I'd say it's definitely a good option for a lot of builds.
