The Android phones I've used for the past several years have a manual mode in their stock app, so I haven't needed a third party app like in the video. Depending on the phone, you can usually get 20-30 seconds of exposure time (no bulb mode that I've found).
If your phone doesn't have a manual mode, "Camera FV-5" is a pretty powerful app that has manual controls. There's a free version with limited resolution support, or paid with full resolution and possible RAW capture support if your phone is capable. I've found some phones to be firmware limited on exactly what it can do.
I'm not aware of an app that does the live composites like in this video, but there may be something out there.
