You can actually get an even higher level (Volkihar Master Vampire) as a permanent thrall, but it requires and exploit that doesn't allow you to re-summon him if he dies.
You dont need any exploit to resummon. use bone wolf, necromage, and bloodworm helm. This allows thralling of undead up to lvl 78. You can bring them back as much as you want. You dont have to do the tresspassing glitch either. Its unnecesary since you can naturally thrall all vampires in the game without it.
These vampires arent bad, but they are only lvl 48. There are also lvl 53, 60, and 65 vampires you can dead thrall. Theres also the lvl 75 arch curate. They certainly are far from the best dead thrall. Orchender absolutely curbstomps them 1 vs 1, but thats mostly due to magic immunity. I prefer dead thralling more unique characters like Miraak. the thrallable version of Miraak also has unique gear that cant be obtained any other way. His robes and mask have an alternate enchant. His altwrnate mask enchant is a copy of dukaan, instead of the useless magica buff. his robes are seemingly copy of the arch mage robes.... BUT the active effects states otherwise. apparently the enchant is labeled like the archmage robes, but the active effects lists it as just alteration spell cost reduction enchant. at least for me it does. My character glitches a LOT though. so maybe its just that i have too many active effects.
Because Bethesda decided the necromage perk applies to yourself when you’re “undead.” So a bunch of perks and spells are simply stronger if you’re a vampire with necromage perk. Including dead thrall. Perks that are 25% better include the carry capacity perk in lock picking and the attack speed perk in one-handed. But you need to chose the perks before getting necromage and vampirism, otherwise you’ll have to reset the respective skills back to 15 after reaching 100, in order to chose the perk again. If you want the bonus, otherwise it’ll just be normal. But some spells (like dead thrall) and also armor enchantments are simply stronger and no need to do anything
Staff of Worms also worms, free staff from the Gallows Hall Creation Club addon, comes enchanted with Dead Thrall
Its much more effective than using the standard dead thrall spell imo.

I’ve found volkihar vampires in dungeons I visit for the first time when I’m past level 80. They still spawn when you’re high level
that explains why only nightlord vampires were spawning for me fml.
