Hi i am Shweta studying in Netherlands at Radboud University/Radboud University Medical Center. We have to mail hard copies of degree and transcript after we get conditionally admitted

No you can`t live along up to 18 years you need a sponsor... after 18 you live along.

To be honest it will be difficult because most universities set a limit of 6.0 or 6.5 for IELTS as thr admission requirement. But some university may consider your score, you will need to check the eligibility criteria for which you wish to enroll.
