According to IMDb and the Wikipedia article, George Moreno first worked for the Fleischer Brothers and Walter Lantz. Then, after World War II, he moved to the UK and joined his friend Richard Smith in establishing their animation studio, British Animated Productions.
Interesting to see theatrical golden age shorts from other parts of the world; these were almost NEVER brought over to other countries (I wonder if the same applies to a lot of the lesser American shorts)
I would guess it depends on how well the story translates to another culture.. I would guess Popeye has universal appeal. Screen Songs like "Let's All Sing Like the Birdies Sing" ain't gonna cut it in Peru. There's also the factor of the promotional muscle behind it.

This animation quality is awesome! I wish these got a high-quality restoration.
Also, it looks like John Kricfalusi heavily "borrowed" from this style when he made Jimmy the Idiot Boy, yet I can't find any record of him mentioning this cartoon. Maaaybe it's coincidence, but I gotta wonder if that guy found this hidden gem & wanted to keep its influence all to himself.

Wow. This cartoon is COMPLETELY incomprehensible. I literally do not understand a single thing that happened or why anyone in it reacts to anything the way they do.

That's an exaggeration IMO
The only part I don't get is the ending with him trying to unalive himself and instead the car touching the weapon causes it to fire slightly upwards and blow up the carnival, did I miss something? Why did that happen?
Bubble and Squeak is an English dish of potatoes and cabbage.
It was mentioned in Bernard Fox's 1st appearance on the Andy Griffith show as Malcolm Meriweather.
I'm going to guess his anthropomorphic car is his sidekick because everyone loved the automobile.
Also during the war, there wasn't a lot of fun, so circuses and fairs were a blessing.
I'm going to say everything destroyed when he pulled the trigger is connected to war damage and his taking the horn at the end was the air raid siren.
I watched an earlier cartoon sped up and checked this one to see if it was on normal speed or not. It was.

There's a lost British phrase - 'thats a bit bubble and squeek'', means silly and cartoon like, google brings up absolutely nothing about it but i remember it clear as day, its embedded in my psyche and is part of my vocabulary. I possibly heard it regularly as a child on a program i watched, someone like Tony Hart perhaps.
