I actually remember seeing these cartoons here in New York back in the 1950's. Seem to recall a different theme song.
This one is my favorite.
This is really the 1st episode of this short-lived series from UK’s 🇬🇧 short-lived 🎞 B.A.P. Cartoons LTD,
& 1 of 2 theatrical United Kingdom cartoons directed by G. Moreno.
Also the debut of both Mr. Bubble 👨 and his taxi 🚕 pal, Squeek 🚖 . And this short film is just one of 3 cartoons that uses Western Electronic Sound Recording System just like in classic American 🇺🇸 cartoons made by Warner Bros. Cartoons INC., Metro-Goldwyn-Mayer Cartoon Studios, Universal Pictures/Walter Lantz Productions, TerryToons Inc., Columbia/Screen Gems Animation & Paramount Pictures Cartoon Studios.
& this is my favorite cartoon on RUclips ever.

The BFI.org website says it's Jon Pertwee - though I'm sceptical.

This sound is Western Electric just Like MGM Cartoon, Universal Cartoon (Walter Lantz Cartune) and Paramout Cartoon (By Dave Fleischer, George Pal and Famous Studios Production) !!

The British annuals give him the name Monty Meter, so I guess he is.
