There's a lot of "security services" that will furnish their own criminals with addresses on where to loot. They say they're acting in the best interests of their client, yeah all the while they're robbing them blind! Oldest trick in the book; pretend to care and offer security, but really you're putting the mouse in charge of the cheese.
