Both cost same.. RTR1604v is about 5Ps more but at 2000rpm higher in the rev range!! Also FZ25 is 11kgs lighter.. So basically till about 7250rpm, the performance difference will hardly be about 5% between both!.. Only above 110kmph, RTR1604v is far superior for another 10kmph!!..
So if the purpose is mainly inside city then FZV4 is a better bike with more comfort for both rider & pillion.. Fatter 41mm forks & 140mm rear tyre & Yamaha's bulletproof reliability!!.. FZs are always a no nonsense mobikesmobikes for long term ownership!
Watch this video carefully sir.There was almost 11 thousand rupees price gap between these two bikes, mentioned in this video! It's not a small amount.

Apke maintenance pe depend karta hai. But I feel Yamaha will be long lasting
Yamaha engine is more smooth and refined so by default its yamaha, but it can also affect by regular service and maintainence of part, if apache service done on regular but not on yamaha then apache will long last not yamaha.

It depends on ride speed and road conditions and traffic, fz ka engine refined hai so you can take it to any kilometer as you can, but don't take it more than 80 kmph for a long otherwise it can heat due to air cooled engine
