I received this plant dry and dusty . I bought it online. Can I prune off the leaves, clean the centre and fill it with water. Will this revive the plant?

It would depend on the extent of any desiccation level that the plant is in at that stage...in general, if the leaves look dry but also are even semi pliable, then re-hydrations is possible. If the leaves are 'cracker dry' and break off and slightly crumble to the touch, then sadly the plant is probably past reviving. If it were my plant I would try it anyway... be patient, rehydration can take weeks. Change and refill the cup every day or so in case bacteria starts growing in the cup and clogs the trichomes. Good luck!
