If it was made of rubber, some idiots will surely force and pass through it. Those things mean that there is a very narrow road ahead, someone in the comments mentioned that this is put because of a road that passes at the edge of a cliff.

context: the purpose of it is to stop heavy goods vehicle drive into some of the urban areas. the width and height are just enough for a passenger car. which is a fair point, sometimes you don't want trucks in the city.
but why not rubber fence or some other "more friendly" barricading way of doing this? that's because Chinese truck drivers will not give a fuck and remove those friendly barricades by themselves or just drive their enormous trucks over them. they are wild tbh....
