I wonder if the reason they didn't release a soundtrack was because they might have been afraid of being sued by Jimi's estate. The producers were refused permission to use his actual music in the film so had to resort to writing original music in the style of Jimi Hendrix. I'm only guessing that whilst it might be legal to use it in a film, they would probably be at risk of being sued for some kind of copyright infringement or whatever the legal term is for copying someone's music, if they had produced a soundtrack and then tried to sell it.
