In NDA if you are lucky enough to get Hunter sqn then you can keep moustaches frm day 1 else you need to wait till you complete Camp Rovers in your Fourth term.
In TES entry there is a particular platoon which keeps moustache permanently .Also the privilege of keeping a moustache is given to the X country medalists and the platoon which one X country in that particular term.
