Because things like impact assessments need to happen, 10+ plus thousand page documents get written detailing said assessments. Council/government meetings then take place on said documents addressing any changes that may be required. Documents get updated, new meetings with authorities happen, any further possible changes/further meetings for changes until they’re happy. Planning permission then is granted, land and property subsequently needs to be acquired. Existing infrastructure needs to be upgraded or altered. Area of new runway needs to be cleared (buildings need to be deconstructed and cleared). Enough asphalt needs to be sourced for a 1.5-2 mile runway needs to be planned and acquired. Labour for building needs to be planned and acquired. Construction phase happens. Test of the runway. Open. And I’ve probably still missed out some important steps somewhere

Sure Brexit has made it slightly more difficult for the airlines but the UK is still there biggest market. He also makes it very clear that the UK only has to cut air passenger duty and investment would follow. So it’s more to do with individual government policy than Brexit itself as a concept. After all, he did say that they are flying above pre-pandemic levels when we were still in the EU, so Brexit can’t have been that much of a problem
