I cant think of a single other techno track with a key change in it.
Always makes me think of that bit in a boyband song where they stand up off the stools

Nice detail to point out! Another one that does come to mind is Charly (alley cat mix) by The Prodigy which actually came out around the same time as this.
I think the key change is used very effectively in both Changes of life and Charly.

Great revolution of Jeff Mills, this sealed the formation of modern techno, only to be perfected by the prophet Robert Hood.
Also, it pushed techno scene to harder and darker sound, which was started by the great revolutionary Joey Beltram, and on the Dutch scene it resulted in creation of Hardcore via interaction of harder techno, and group Holy Noise, led by Godfather of Hardcore - DJ Paul Elstak.
