Hello! Starting from the balanced Transportation Table (in 7:00), you may use the Northwest Corner Method to obtain the basic feasible solution (bfs); just as you mentioned. Then, you start performing the Transportation Simplex method. For the u and v labeling, see this video: ruclips.net/video/idXpawsmkNQ/видео.htmlsi=XhQLubKgiYNTPXUO (starting around the 9th minute) Make sure that you always start with the label u1 = 0. Also, make sure that you calculate the other u's and v's based on the Basic Variables (see the video I provided above, around the 9 minute 40 seconds). I hope this answers your question.
