Cuffing under power is almost impossible to perform when attempting to arrest an resisting subject. This can case multiple deployments when the subject does not move to a prone cuffing position.
Moving in to a control position is more practical and safer for all involved. These position can also reduce the likelihood of excessive force claim from multiple deployment when the only resistance was not being in the proper cuffing position.
