I think they did a great job in giving Blue a unique moveset. He's one of the main Dragon Ball villians, so he deserves one. Sure he's a bit creepy, but that's what makes him fun to play.

Ironically, his statement there was actually him entering self-pity over getting a nosebleed rather than the more traditional use of card carrying villainy. Long story short, his tantrum over a bloody nose originally had more to do with him getting a combat wound at all due to his status as a general rather than any actual concern over his physical appearance. He was a bit like Nappa in that sense.
Btw, it was actually Gurd who "so stole that move" from General Blue, since Blue appeared (and was about to use that move on Goku) in the series before Gurd. And his ultimate is what he actually used in the series against Goku in Penguin Village.

I don't like that Ultimate, I know it's supposed to mimic the anime but it just feels dumb that the opponent has to chase him, they are supposed to stand still and do nothing.
