Honestly, it’s really dva being the issue here. If they make dva unable to receive speed boost while using boosters it might fix some things

Is that a bad thing tho? Lucio and tracer are consistency meta. Why is Juno being meta a bad thing?? I think that’s a better question to ask than “can we perfectly balance her) cause that’ll never happen.
A better question is. Is how good they are healthy or a hindrance to the meta. That should determine whether she gets nerfed or buffed
