At the time, Images of that quality were actually pretty cool. It is also further seen in the 2020 remake of Link's Awakening the Goombas are HD which goes to show Nintendo was not referencing anything 8 Bit and was including Mario with the best the tech had at the time

I honestly didn’t know Link’s Awakening features other Mario enemies. The only Mario enemy character that I saw while playing the game was Chain Chomp.

Referencing retro games in a retro game
In super paper mario, a big chunk of the levels (or at least part of them) reference past mario levels (for instance, the first level is 1-1)
