Yes and no. A higher rep does not mean you have a higher change to get the unique . The chance for a heroic piece to be the unique is still the same. What does change is that you can start getting heroic gear for all 4 gear pieces. This means you have 4 chances instead of 1 or 5 chances instead of 2. The chance that any one piece will be unique however remains the same.
Ubi should add star armour gear, but make it look different from the other armour sets, instead of having the same three sets just getting spikes or some shit put on it at the higher levels make an entirely new set, which is distinctive and plainly badass
I got my purple hilt maxed out to lvl18MAX with full "gain by defense" and "revenge mode defense".... now I got a Gudbrand Hilt from a weapons pack but it has full "feat cooldown reduction" which I don't need because I run passive feats. I did NOT know that IF you have a Gudbrand hilt in your inventory, you can change the look of any other purple hilt to the Gudbrand hilt... I just changed the looks of my MAXED OUT purple hilt into a Gudbrand hilt. Now I have a complete Gudbrand sword
I know this video is old now, but it is smarter to buy the Premium ones as for you can get more salvage which comes in real handy when going for max gear score cuz you need a lot of it.

Gear it will just change the base weapon's (of your choosing) looks and nothing else.

The star is cosmetic only and just denotes that that skin is less likely to drop. There isn't any stat difference.
Kortacl01 yes and no, it mostly depends on skill I destroyed a warden with lvl 100 gear and I had lvl 14 at the time, it was harder but is doable
Not really I've seen level 10's go against rep 10 with max gear and the tens win it's depends on skill
