All the materials are obtainable in the new game mode, they're unlocked kinda like the portraits for Lorelei are unlocked in Roguelike. These materials are only for these buffs, and nothing else . And you can get the materials to buff all the characters that are buffable in 2.3 by just completing the new gameplay .

It sounds like you need a lot of materials to upgrade a character. Upgrading characters like that is only in the beginning because later on, strong characters from the beginning will be stronger...
