He just mostly has a Luke problem. Too many tools, not enough weaknesses. Strong ass projectile, can play like Guile by charging both anti-air and projectile, can combo off said projectile, can sway out of an already oppressive drive rush, has silly hitboxes on all his moves (most notably jackknife), and has auto perfect parry by being -2 on his offensive pressure. Only weakness I can really think of is having normals that can be DI'ed and an unimpressive level 1.
