You mentioned Police, and that was correct!! BSF is not part of Indian Army. It is a Central Police Force under Ministry of Home Affairs. They have the responsibility to manage borders with Pakistan and Bangladesh during peacetime. Same as BSF, the Indo-China border is managed by ITBP, also another Central Police Force. There are others like SSB who manage Indo-Nepal border. Indian Army doesn't have the authority to maintain law and order during peace time, near the border or inland.
