Those Stuffed Leaf Rolls are called Yaprak Sarma and originate From Ottoman Empire(Although there is an ongoing debate about it, the most reliable source claim Mediterranean countries got it from Ottoman Empire, either way, it doesn't belong to Qatar )

İts a food qataris and arabs eat. İ dont think they assume that it was mad by them so there is no problem, qatar already have their own -created by them- food.
Also there is the shami one as I know so, it could be not just ottomanian

Yes originally it was from the ottoman Empire but now it's more common to see it in the middle East you can see it in all arab countries including Qatar but it has so many names like dawali, grape leaves , dolma ...
