I don't remember ever seeing this full-length commercial before. Frank Nelson (the cow) and Paul Winchell (the owl) worked together later on THE ODDBALL COUPLE as Spiffy & Fleabag respectively.
For anyone curious, the actor portraying Mr. Owl is the legendary ventriloquist and voice actor Paul Winchell (the original voice of Disney's Tigger, Zummi Gummi in Adventures of the Gummi Bears, Hanna-Barbera's Dick Dastardly and Gargamel in the Smurfs, and Fleegle in The Banana Splits.
Here in 2019.. still a great commercial!

most people remember it like that because the original phrasing doesn't make sense - of course the center of a tootsie pop is the tootsie pop center why is it necessary to say that? Some people just remember it as the center of a tootsie pop since it makes more sense in their head so thats the memory that sticks

I used to think that this was a silly commercial back in the day when I was a kid, but now as a middle-aged adult, I miss it & would rather view this commercial with those interesting voices that the crap that appears today in the 1st & 2nd decade of the 21st century.

It kinda sucks though because way back when they used to actually air it on TV, EVERYBODY would know what you were talking about whenever you referenced a commercial.... like... in normal conversation. Nowadays, you'd have to tell them to look it up on RUclips or elsewhere..... and they probably wouldn't give a rats ass if they saw it or didn't. Back then, before there was the internet or even 16-bit consoles, they'd probably have no choice BUT to see it... or just formed a habit of changing channels or walking away from the TV when the commercials come on... lol.
