This is kinda set in the universe of the 1972 animated film Fritz the Cat. That rabbit in the beginning is a biker named Blue who plays a pretty big part in the ending of the movie. One of those busty hippos appears in the film too.
@theredpig22-theyre music was used in a Vodafone advertising campaign throughout Europe and Australia in 2001 as well. Also, the song was used in the PlayStation, Dreamcast and PC game Le Mans 24 Hours 1999. Nah not commercialized at all

The animation is by a guy named Webster Colcord, and a crew of mostly students who are now animation pros.
Frtiz was from Ralph Bakshi, based on a comic strip by R. Crumb. It shares some of that same spirit, though.
