He is named Tanner and looks like the protagonist of Driver 2. Asuka also makes fun of him, saying he's useless outside of the car (which you are in Driver 2). He also has a female walking animation, to make fun of his not so great animations in Driver 2.
The “welcome to hell” sign has me thinking, if hell is Vice city then in gta V their billboard that says “hell awaits you, if you’re having fun” should’ve been an Easter egg for gta 6👀

Nah, it’s a reference to the Ice Cream Turf Wars which happened a couple of years before Rockstar formed in Scotland. Thatcher absolutely destroyed Scotland - no jobs, no infrastructure, nothing. Unemployment was way higher than anywhere else in the country. As there was no infrastructure for people to get around, merchants selling goods from moving vans took off. Ice cream vans had lots of places to hide product, was inconspicuous and travelled daily, so Scottish gangs took to muscling in on selling drugs via them.

The haunted house at prawn island I used to refer to it as my mansion, like my house of some sorts. After doing missions I just go back to that place and chill inside it. The Getaway especially was a really big deal at the time in the UK and seemed to be the big rival to Vice City, it always had the same amount of shelf space and magazine coverage. It wasn't that successful in the USA though, so it's sadly been forgotten as everyone's nostalgia just seems to always be for whatever the USA was doing 20 years ago...
