Just fill the gaps with rocks. Build 3 dams. Close the lagoon. Install a few pumps to regulate the water level inside the lagoon.
Is that really so hard to do?

Amazing how centuries ago the architects found a way to erect buildings on a lagoon, that currently remain. Hundreds of years later, the smartest minds can't figure how to build a gate? Ridiculous. The difference now is that everyone's main concern is money, more than function.

The worst part about a government project? Everybody is just doing their job and anyone will just say everything is fine.
Nobody, and I mean nobody within the government would think this is economically viable , but they are just passing the problem to the next guy in line.

obviously not well planned, but one thing though, the lady at the end said it would cost 80 million € every year to operate it and she said it in a tone to make it out like that would be excessive or too expensive.
Venice has 260k inhabitants, is one of the richest cities in Italy, has 25-30 million tourists every year who spend alot of money there, which is half of the tourists of whole Italy btw, i doubt 80 million € every year would make a big difference to the finances of Venice. quick maths: Tourism income makes up 13% of Italy's GDP, Italy's GDP is 2 trillion € so 13% of that is 260bn €, Venice accounts for half of all tourists who come to Italy, so you'd think Venice makes about 130bn € from Tourism alone every year.

A concrete wall around Venice would be the only solution. Pour a section at a time till you have incaptualized the city you could built a concrete wall that could have been a nice walking path like pier wall surrounding Venice then you can have s horse and buggy ride around the perimeter of Venice it would be a beautiful pier wall full of Venitian decor flowers and garden. Beautiful minds have beautiful solutions.
