I know your question was addressed to the speaker, but just to help -- in my view the answer is no. For an LLB degree you may have to go for an Indian university. There is, however, a JD course which may be equivalent to LLB degree in India -- even the speaker briefly mentioned the JD course. In case you are interested in specialising in US law then you may want to consider JD course, but for that the application and eligibility requirements would be different.
