I think based on the numerous verses outlining the independence of Hashem i am more inclined to believe he initiated this world and structured things out of want or desire - not need. I think also it might be more powerful for hashem to want vs need. I mean would you rather Hashem need you or want you? It is like a wife. I don’t want her to need me, i want her to want me. The Ramchal states in Derech Hashem that Hashem essence is infinite kindness so its only natural for Him to bestow kindness onto another entity. Since He is the source of Kindness the closer we are to Him the more of a revelation we experience. But in order to come close to Him, we need to become more like Him Similar (resembling His divine attributes) on our own free will. By observing His commandments we become close to Him (as any entity made by Hashem and preset in their way are like animals ) Hence the angel Satan the tempter was created so we have a freedom of choice - to come closer to Hashem or further from Him through sin (transgression of His commandments). If a person serves a King by observing his will, does it not establish closeness and connection between a person and a king?. To me this is the most logical explanation.
