Kunos (the dev) certainly deserves props but it's thanks to the amazing and hard working modding community that we have such amazing graphics, cars, tracks, weather and traffic in this game and they deserve just as much props for their work as the dev does
It's clearly a game, but that speed effect when you whizz past traffic seriously makes this look very realistic.

It's caused by the motion blur which is a post processing effect in video games. Definitely not my eyes doing that.
