Something interesting about Admiral Piett: he can benefit two ships in your fleet if he is flagship of an Interdictor class ship with the Interdictor title upgrade, because the title can un-exhaust Piett. So I think he is A tier, but definitely not S tier
I like it! I still put Motti in the A tier, mostly because of what you said. It's hard to quantify how much he helps. Does he steer people away from your ISD points fortress? Does he allow your Demolisher 1 extra shot that it wouldn't normally have had? In 1.5 w/ the changes to black crits, that can be huge. But again, I can't quantify that enough to be able to say with any certainty that he's for sure in that A tier. Just a gut feeling.
I'd second that (although to further clarify- I'd put Motti/Tarkin/Ozzel into the same tier above Vader and Piett). As far as quantification goes - consider a probability of the ship either surviving and denying the points or shooting one extra round (i.e. a variation of Rieekan effect - not guaranteed, but with a higher potential upside)
I've played Motti recently and it was a weird one, I had to use an extra attack vs two Victories because of the additional hull value which caused a delay on last ship the enemy had, which did not allow me to table him.
I would make the argument that Sloane has dropped out of S tier. She's really only doing well with onagers. The mere existence of the republic and their great fighters, OP aces and living tank of bombers has been a huge nerf for her. I'd also argue that the onager is making screed much stronger due to their great crit effects and his ability to guarantee their trigger and up the damage output. He's a B tier for me. For me, Vader is F tier. There are 3 other vaders you should be taking before Commander Vader. There is so much dice fixing in the game that there is only 1 reason in the game to take him over ordinance, veteran, leading, ect and that's the terrible title devastator. Vader is F tier for his cost VS benefit. And I think JJ should be at A tier, maybe B. JJ is not doing well. With Imperial smalls getting a boost, he's viable in less fleets. For ISDs, taking damage to make up for bad flying isn't worth it anymore. And for the SDD, I'd argue piett is cheaper and more flexible. Ozzel is superior to Jerry to me now.
I believe Romodi doesn’t override Cracken’s ability for the Rebels. If it’s obstructed by a ship or obstacle then romodi gains a die and still loses one for Cracken which is a wash. If there’s no ship or obstacle obstruction he still loses a die.
If the shot is obstructed by a ship or obstacle, Romodi gains the die and does not lose it to Cracken's effect. Check out the cannotgetyourshipout blog or the rules forum for a more detailed explanation! If the shot is not obstructed by anything other than Cracken's effect, then Romodi loses the die. But if obstructed by Cracken's ability AND a normal obstruction, Romodi gains the die and does not lose it, so it overrides Cracken.

Piett should be C or F tier. Only viable on a single ship, and he isn't the best commander for that ship. JJ is better on an SSD. JJ does the same thing - give you a free nav command, except you get 2 clicks instead of 1. Piett just isn't useful in 99% of cases, and that gives him a failing grade.
I could absolutely see him being C tier, although I don't think he is worse than the bottom 4 commanders (could maybe make a case for Screed being better). JJ is absolutely better on the SSD, but JJ is a far better commander overall. I think tier wise Piett could go either way, but I value him more (taking ability and points cost into account) than the bottom 4 commanders. But thanks for the comment, good to see other opinions!
