Snake is pissed at the end because of that apple hitting him on the head and hurting his top hat.

Was that animated snake done by Fleischer Studios?

Apparently it was by the Schlesinger studio working with Warner Bros.
The animation quality suggests that; Fleischer's team preferred smooth framerate while the Warner animators preferred details and cartoon effects. Plus the Fleischer studio was working in Florida at this point and delivering footage to Hollywood was too much cost.

The design of the snake is very similar to various cats in Bob Clampett cartoons, and it looks like it could be animated by his head animator, Robert McKimson. In late 1940/early 1941 McKimson was still animating for Tex Avery, however, so possibly this was done at the Avery unit - or then McKimson was lent out to do the animation under someone else's direction (to me, the style suggests Clampett more than Avery).

So it says A Screenplay based on a Story by Monckton Hoffe and then it says later it was Written by Sturges. Why separate those two credits?

Monckton Hoffe wrote the original story titled "Two Bad Hats". Preston Sturges is credited as the screenwriter based on Hoffe's story.
