Kenshi is by far the best sandbox game out there.. I don't think there is another game that allows you to be as free with your actions as Kenshi does. No story, just an open world full of possibilities, set up so you can make your own story. And it was created by one guy! Insane.
My favorites are 1. City Skylines 2. No Man’s Sky 3. Elite Dangerous Coffee, 1 of these games, some podcasts/audiobooks, and no work! That’s my perfect “free time leisure”
I also recommend People Playground, it's a 2D sandbox game of building contraptions and realistic destruction and gore, you can build machines, vehicles, buildings, and more, it isn't very expensive :P No, nobody paid me to comment this.

You should take a look to worldbox, it's something like you are looking for, and there is a LOT to things to do, you can create civilizations, bless or curse that civilization, give them materials, make them dummer, smarter, make them figth each other, create the lands were they live and destroy that civilization with meteors, monsters, natural disasters etc. (Sorry for bad english, I speak spanish)

You have many parts of the world to explore many threats mining is realistic so it will take a while mining but quick crafting experience cold temperatures giving hypothermia, starvation, thirst, toxic infection, and there are many mods if you get bored craft and make guns cars design your own home just be sure you build a home before the 7th day and any multiple of 7 as you have to face zombies on a blood moon. I spent hours and hours spawning stuff in GTA, like helicopters and so on. But it doesn't matter that much - there is a vast range of what we can call sandbox. Some have less freedom, some have way more. GTA is on the lower end, but still a sandbox.
