It's explained in another Zootopia+ episode. The bears didn't have a cold enough place to live until Mr. Big built Tundratown for them. The bears serve Mr. Big out of gratitude.

So fun fact, in the movie, Emmit Otterton was being driven to the wedding because he had something he wanted to discuss with Mr.Big. And in the end of this episode, we see that the flowers she threw were Night Howlers.
Now, Mr.Otterton’s a florist, and Mr.Mancha said HE was screaming about the Night Howlers.
So he probably realized that the Night Howlers made you go savage and wanted to tell Mr.Big about it.
So not really a fun fact, more of my own theory. But I think it holds up.
