Either somebody found the clips and sent them to his parents, he sent it to his parents, or they(like a teacher, officer, hero) asked his parents to go down to wherever Bakugo is to have a talk about his home life. Bakugo's father gets anxious about it and starts crying. The talk would consist of either them getting arrested or them getting away with what they did. Manipulative parents know how to manipulate those that aren't their flesh and blood. They just can't be physical with it.

I'm still pondering if U.A would get custom of Katsuki, or If they'll able to get away with it, but again, the proof is there. (The tapes, past abuse inflicted on his body, etc.). It is likely if Katsuki wakes up and confirms what he said in the tapes was true, they'll get called multiple times to the police for a "talk" and perhaps get in a trial about it.
