Well she's designed to be a support character, whereas Agate is a frontline DPS. You should be using her for buffs and heals, but yes, her weird orbment setup and base stats make her... sub optimal. Estelle is the optimal support and Zin is straight up the best DPS (Until 3rd, when Richard and Tita go sicko mode).
