If people wanted to disrupt the building of the concrete portions of a wall, I would suggest looking into how the resistance fighters in world war 2 disrupted construction projects using sugar. Most remote controlled drones designed for payloads can carry at least a few sugar cubes...it does not take much. Even steel needs to be set in concrete to make it secure.
