Their roic is less than 5% if management was more effective with their capital deployment id be much happier with the company however a 7-8% div yield thats well covered, and selling at book value. It is hard to turn down.

If debt is cheaper than the return they can generate with the funds then there is no point in paying down the debt. Eg why pay down debt that costs you 4% when you can invest at 8%?!
