Because the judicial system and DAs are subjective/political operators. Arguably things are even worse in places like California and New York.
Even the prosecutor in the Henry Ruggs case took an easier path and sought a lesser sentence.
It’s not right but I don’t know how you could easily reform the system. Too many vested interests.

One act, unintended outcome; eight counts (and maybe more).
Deshaun Watson: dozens of intentional, premeditated, predatory acts, deliberate harm to every victim; 🤷🏻‍♂️ meh, $230 million up front, payments out of thaf just the cost of doing business, three month vacation by the Shield.
Mike put his finger rught on it about Rashee: injurues or not, it’s the same act (and same motivation) but the punishments are different.
And it always bothers me, for example, someone *tries* to beat/stab/burn AND poison a victim to *death* - but they don’t die - it’s only *attempted* murder; someone who gets angry during an argument, punches the guy who picked a fight to begin with, guy falls backward, hits his head, and dies; that’s murder… and the punishment is much harsher.
A lot of crimes are driven by motivations inconsistent with the outcomes and attendant punishments. The appellation of criminal “Justice” system is a little misleading. All you can really say is that it’s a criminal “legal” system.
