AFAIK: yes! Some drivers expressed that they got better grip in these conditions than during non-snow/frost rallies. Also had the benefit to use snow banks to reduce speed when sliding if necessary. Try that with stone walls and hard trees! ;)
Yes. 2 local tyre manufacturers supplied the studded tyres. It was for a long time the fastest average speed rally of the world championship until rules came in that limited the number of studs they could use, but still one of the fastest even then. I think San Remo had the fastest stages after that, not sure these days.
