In the US, the power transition is a 11 week process. After elections, the presidential candidate must be confirmed by the Electoral College. Until then the candidate is not a 'President' but a 'President Elect'. Jan 20th is always the power transition date but the new president will start getting the administrative briefings (including intel) immediately after confirmation. At this point they start putting together the new cabinet to ensure it is in place before the first day. Unlike US, in some parliamentary democracies, the cabinet is chosen after the power is transitioned. Not saying one system is better than the other but they are just different.
